The system that manages the world’s population is something too complex to explain in few words, but it can be said to be fundamental for an individual growth.
The system creates and allocates quests.
Creating various utilities like maps, professions, user interface and more.
The most significant part of the system is its resource allocation. As the world contains unsurmountable resources, the world delegates them carefully and tries to do so fairly.
These resources are a person's energy pool, general attributes like Strength, Intelligence and so on.
It is because of the world’s ample resources that hunger is of little concern. In turn, this causes the lowest tiers of civilization to propagate without worry of going hungry.
Mediocre food stuff can sate a grown person for an entire day and even days to weeks depending on its quality. A person not of this world will at first be amazed but will quickly adjust to it.

“People in this world are used to others dozing away, presumably navigating the user interface. And indeed, San Na Litly had been reading lore trivia. His voice wasn’t polite but it wasn’t offensively rude either.”

“The man behind the booth expertly delivered a hot bowl of mashed and boiled seeds. These seed are harvested from the fields around the village and can be considered a staple source of food.”
‘Ew! This is disgusting!’
“Unsurprisingly, San Na Litly, having come from a place of luxury, has been offended by the peasants meal. Unable to bear the taste lingering in her mouth she grips her drink and attempts to wash the taste away.”

“With a look that a wronged wife would give, San Na spits out the drink. A fit of coughing and gagging follows. Not until a few moments pass does the whole ordeal calm down.”
“That was disgusting!”

“The other customers have been laughing and mocking the poor girl. Especially so after she spat out the Kar-ale, which is egregiously alcohol, and sometimes called a second meal because it is filled with enough nutrients to fill a grown man for half a day. Some men drink it in excess and grow what is called a Karbelly.”

The village Seven steps lies along the Dim woods border and between the towns, Ordekril and Krumstad.
The Seven steps possess only one natural resource, an abandoned mine they can’t mine safely. They survive by sustenance farming, hunting and support from the local towns and cities.
The village holds over six thousand people, a rather miserly size for border village. And yet such a large population sustains itself without covering large swathes of lands in crops.
In the village’s abandoned mine, thousands of adventures enter to find rare ores, fight the violent inhabitants and many quest related reasons.
Even roaming travellers without quests can obtain one with ease as the depths of the mine has only become more unfathomable, the beasts become stronger, the ore advances a degree and many people land in dire situations that require rescue.

“Look at all these people.”
“In and around the mine are hundreds of people moving about. Some of the more respected clans, guilds, warbands and most importantly city guards have set up sizeable buildings meant to sell general goods and information.”
“That’s what those buildings are?”
“The mine itself was originally an open hole in the ground, a cave. It wasn’t until later that infrastructure was built around it. This infrastructure was later rebuilt and expanded.”
“So that’s not the mines entrance? Is this like a trading area? What about the other trade are we were just at?”
“Don’t move so much, you might fall.”
“Bo look! That person as a fireball following him.”
“Huh.”
“And there! Look! That woman has four tigers!”
“Those aren’t tigers. Tigers have stripes.”
“Bit cats then.”
“The people that roam around the mine are nearly always adventurers with abilities. Just like San Na Litly, they have fantastical abilities that are capable of growth.”
“What is that?”
“It looks dangerous.”
“Is it a ghost?”
“Seems like it.”
“Not every ability resides with the realm of credibility. This particular creature is not actually a living being but conjured from the user’s ability. Similar to San Na Litly’s animated guardian.”
“Let's go into the largest building.”
“As it happens this building is the guard’s building. Now the guards are the dominant force in the city but they are officials of one the two nearest cities. Which are considerable distance away, thus the oversight over these people is lacking. Corruption can easily run rampant.”
“Careful, Bo.”
“Watch your step!”
“Sorry sir.”
“Tsch.”
“San Na Litly’s summoned companion has difficulty making small movements within this large crowd. Summoners can recall their companions but most are desperately attached to them and will never do so willingly.”
“It smells here.”
‘Ugh, why is this stinky smell making me hungry.’
