Charizard

Charizard flies around the sky in search of powerful opponents. It breathes fire of such great heat that it melts anything. However, it never turns its fiery breath on any opponent weaker than itself.

It's a bigger Charmelion, It can fly, and breathe fire. I don't really have to say much. Ranged attacks are highly scarce in absence of moves, and shooting fire from a distance is a terrifying weapon. Its battle mania and flight, alongside it's tough body creates a monster. It does require a lot more food than charmelion, almost 3 times as much, but it can easily be left alone to hunt for itself. The fire on it's tail, while still a weakness, is even harder to extinguish, and being longer makes it even more effective as a weapon. Not to mention, it's wings do not replace it's limbs as the case of birds or bats, thus it loses absolutly nothing in evolution.
It's pride is a bit of a problem though, as a hit and run strategy would be the best way to utilise this pokemon, were it not so darn proud of itself. Highly mobile, very strong, and a terror on the battlefield.
11/25 in offensive battles.
8/25 in defensive battles.
7/25 in caves, forests or indoors, as this highly limits flight.
7/25 in rain.
Squirtle

Shoots water at prey while in the water. Withdraws into its shell when in danger.

It's tiny. It's slow. It's heavy. While the ranged attack is useful, it's power leaves a lot to be desired, unable to knock most fliers out of the air, and perfectly useless against any grounded foe. Not to mention, requires a constant supply of water, which makes him too high mantainence anywhere without a running source of water. Can fish for food.
The tale has been stolen; if detected on Amazon, report the violation.
Do not use in offensive battles. 0/25. Just getting it to the scene of the battle will take an year and a third.
Somewhat decent in defensive battles in a location where fishing is possible 2/25

Wartortle

It often hides in water to stalk unwary prey. For fast swimming, it moves its ears to maintain balance.

While bigger, it's still quite small. It's also very slow on land. While it appears to have claws, they're only really good for water battles. It's nigh impossible to kill, due to high defense, but it's nigh impossible for it to kill anything either, even underwater, and it loses the water shooting ability that made squirtle somewhat useful.

0/25 otherwise. Do not use.
Blastoise

The rocket cannons on its shell fire jets of water capable of punching holes through thick steel.

No, it's weaknesses have not improved. It's still too slow to do anything, and it's claws and teeth only serve to help it defend itself or catch prey underwater. The fundamental problem of this evolution line is not that they're too weak to fight, but that they cannot move fast enough to find something to fight. Blastoise is even bigger, even stronger, but even slower.
However, it doesn't matter.
It's a ballista. You place it on your castle walls, give it access to water, and watch it kill any flier in range, while heavily damaging grounded enemies. It's even powerful in offensive battles due to it being able to punch straight through barricades, even though you have to create a vehichle to get it to the other city, unless there's a waterway there.
It can even use said water to propel itself short distances, smashing groups of foes with high speed tackles.

11/25 in defensive battles, no water source (Still worth it to transport the water to it. It's that good.)
7/25 in offensive battles with water source
5/25 offensive battle no water source.
One of the absolute best at what it does, but useless for anything else.
Caterpie

Its feet have suction cups designed to stick to any surface. It tenaciously climbs trees to forage.

This thing would be absolutly creepy in real life. Imagine a bug almost as tall as your knees. That's terrifying. Don't use it though. This thing dies if you step on it. Cannot kill another caterpie, let alone anything else. Super slow, too. The only reason you'd bring one along is as food.
0/25 Never use.
