The empire that controlled all of the known world for two hundred generations fell as a result of a mass rebellion by three of their four subordinate kingdoms, only the Ject Kingdom didn’t rebel because the Royal family of the Royaume Empire were the direct rulers of the Kingdom.
The rebellion was indeed massive but the power of the Royaume Empire was not small causing the fighting to go on for three years, alas, the Royaume empire was not able to hold on and eventually fell.
After the fall of the Royaume Empire, the Royaume royal family descendants dispersed all over the world and were hunted down, and the Ject Kingdom fell into the hands of the Holt family who were a branch family of the Royaume Royal family.
The connection between the Holt family and the Royaume Royal family caused the other three kingdoms to be weary of the Ject Kingdom, however, the four Kingdoms were reluctant to continue fighting mainly because the Ject Kingdom which was the base of the Royaume Empire had tremendous power and wealth as well as their own need to consolidate their powers.
The world fell into a state of fragile peace as the four kingdoms started to heal the wounds of the long struggle. However, the tensions between these newly founded powers was not small. Each Kingdom wanted to be dominant power, perhaps even take the role of the Royaume Empire.
Seven Years after the fall of the Royaume Empire, the drums of war sounded as the Norn Kingdom from the north invaded the Ject kingdom, this led to the Tamin Kingdom to the east to invade the Norn kingdom, while the western Entaf Kingdom Invaded the Tamin Kingdom. This was the Beginning of the First War of Four.
Because the four kingdoms all shared borders with one another, no kingdom could commit their entire force to one front lest they risk being invaded by the other Kingdoms, So the First War of Four quickly descended into a deadly stalemate that drained on the resources of all the Kingdoms.
After a year of no progress by any of the four countries, the four Kingdoms' leaders held a conference. This conference marked the first time since the fall of the Royaume Empire that the four kingdoms met in official capacity which led to a heavy atmosphere caused by numerous things mainly the presence of the Ject Kingdom's King who the others saw as an extension of the Royaume Family.

Fortunately, everyone present understood the importance of this conference, so no direct altercations occurred and after four days and four nights of negotiations, the conference was concluded and the Blackreach Treaty was signed.
The Blackreach Treaty, named for Blackreach County which was a sort of an intersection at the center of the continent, where the negotiations took place. The treaty outlined numerous things such as the official borders of each kingdom and limits on each kingdom's military capabilities, the treaty also included numerous minor details of the peace such as the Norn Kingdom paying war reparations to the Ject Kingdom and so on.
The Blackreach Treaty also included a clause known as the Balance clause which outlined numerous things such as:
No one King can sit on the throne of any of the two of the four kingdoms.
No King Descended from the Royaume Family can sit on the throne of any of the four kingdoms.
Blackreach County is to remain neutral from any of the four kingdoms' control.
The first two points of the Balance clause served to keep the balance of power between the kingdoms while the third served to establish a buffer between the four kingdoms as well as keep any one kingdom from gaining control of the strategically superior Blackreach County.
Of course this treaty did not stop future wars between the four Kingdoms, however, it did decrease the chances of a Continental war by maintaining the delicate balance between the four Kingdoms, while at the same time ensuring that the Royaume Empire or anything like it never appears in the future.
