Over the next week, Hattori had been quite busy. He had finally finished mastering the water walking Jutsu. Besides that, he had sent all of his clan members out on missions. Almost all of them.
Right now, only Miwa and Sukuna were with him. Besides those two, everyone else was on their team, out on either a C or B ranked mission. He had been nervous doing that, but it was definitely needed. His funds were seriously lacking.
He hadn’t expected a project like this to cost so much. Each of the three teams he had set up would take at least a few days to return. One, or even two of them, might take a week or longer.
Until they returned, he had begun doing patrols himself, leaving Miwa and Sukuna alone while he did them. It felt wrong to do that, but it was all he could really do.
He checked the missions again, worried something might go wrong.

Find and execute the rogue Samurai, Batsuma no Seijin.
Batsuma no Seijin acquired a famous Wakizashi blade, made of a powerful blue-tinted Chakra Steel. He slaughtered his company commander for it, and has been on the run since. Ensure he is dealt with, and return the blade to the Daimyo, or the subordinate ruler of a State.

So far, all three missions were on their way to being completed, even with relatively little time having passed. The only mission Hattori was truly worried about was about this supposed Batsuma no Seijin.

The NinTenDojo bandit extermination mission was worth only 6,000 Ryo to the Daimyo, but the rogue Samurai was worth twenty thousand Ryo. However, the system valued it at less.
He really did not like that contradiction. He had assigned his technically-strongest team to it. Team Mei was the weakest, Team Yuta was missing a member, so it really only left Team Yuki as the strongest team.
At this moment, Hattori’s Bochigan caught sight of Tomo’s aura approaching from the cabin he had made to house him and the rest of the construction crew.
Hattori had delivered them a decent amount of food, having visited Bukai a few times over the week.
The majority of his focus over the last five days was on the Dragon Flame Jutsu: Karyuu no Jutsu.
It was… beautiful. Powerful. And something he had time to think about later.
Hattori nodded at the man as he crossed the treeline, entering the small clearing around the two cabins.
“I’ve finished drafting up a schematic for the town. All I need now is individual blueprints for the housing. There’s one big change, though I’m sure you will be fine with it.”
Hattori frowned but let him continue.
“To the south, where the Tawa river does not run, I decided to draw a fourth gate there.” Hattori waited for the rest, but it did not come. That was his ‘big change.’
“That’s fine. I was expecting that, anyway.” Tomo immediately looked relieved as he walked up to him, and showed him the schematic he had drawn.
This was roughly six times the size of Bukai, yet still only a fifth or so of the size of Yamatari. Regardless, it was still more than a town now that he was looking at it. This was a city.
Within the giant walls that Tomo had sketched, there were roughly four thousand buildings. The city’s population could reach as high as six thousand or so. Split between the four sectors, residential, commercial, education and military, the two largest sections were obviously residential and commercial.
They took up around 60% of the city. Military took up around 30%, while education took up the last ten percent. Even still, it had more than enough room for two full-sized schools for civilian and Shinobi education.
The Shinobi school had a decent amount of room outside as well, to focus on things like Taijutsu, Kenjutsu, and wall walking. It was close to the west gate to the city, also allowing the students to practice water walking when they were ready.
This city would take decades to build. He was fine with that. This city would take millions of Ryo to build. He was fine with that!
This city looked quite amazing!
“It’s perfect. Can you give me a list of buildings that I need to create blueprints for? Include the building dimensions.”
“Page fourty-six, Yanmaru-san.”
He flipped to the page. Indeed, they were already listed. The list went on four eight pages. There were quite a lot of blueprints needed. House variations, apartments, shops, public amenities, it was all quite complicated.
He flipped back to the city blueprint. He had seen something really nice there.
Right in the center of the city was one large building, just titled ‘City Hall’. It was basically just Hattori’s house, there to relegate tasks and deal with official meetings and things like that. Hattori decided it would be a good place to assign missions as well, even promotions would occur there..
Snapping back to focus, he asked Tomo for his pen, and enough paper to draw blueprints for each item on the list. It took around half an hour before he returned, bringing both.
“When I finish these blueprints, I will return them to you. Afterwards, make a list of the resources that will be required for the northern bridge, as well as enough housing for all of you – and my Clan. We are tired of living out of two small cabins.”
Tomo nodded, bowing before he left. With a heavy sigh, Hattori opened up the blueprint generation menu, and got to work.

It was six days later that the first Team returned. As expected, it was Team Mei. Nothing significant had happened, and they had killed all the wild beasts, and whoever that Chouza guy was.
Hattori had asked about him, and frowned as Mei shivered. She had only told him “Freak. That guy was a freak.” He was confused, but did not push for answers.
By now, he had finished about thirty percent of the blueprints he needed to hand to Tomo. He had been drawing almost twenty four seven, only taking breaks to rest and do the barest physical conditioning.
At the start of the next day, he sent Team Mei on another C-Rank mission.

It was five more days before Team Yuta returned. By now, Hattori had completed almost half of the blueprints. Team Yuta also had not had complications on their journey. However, they seemed quite distressed, so he did not question them.
He would let them rest, and for now, their team would just be doing patrols until Yuta said they were ready for more again.

It was a week later that Team Mei returned from their second mission. Right now, Hattori’s funds were sitting pretty, at almost eighty-nine thousand Ryo. He had enough money to begin construction on the residential sector, at least enough to build the houses for the construction crew and his clan.
So, he went to Tomo, with some apartment building blueprints, and a dozen house blueprints. It took a few days for a list of resources necessary to build them came back, but eventually they did, and so he sent Team Mei and Team Yuta off to collect them.
The expected cost for just them was around 60,000 Ryo. Hattori sighed, looking at the only uncompleted mission so far. He really hoped everything was going alright with Team Yuki. For now, he returned to drawing blueprints, patrolling, sleeping, and doing the barest amount of physical conditioning.
