The year is 2010 and AI technology is just coming onto the scene.
Somewhere within the political machine that is Canadian government a small $12,000 program has been approved for testing and with this one person is allowed to contact the manufacturers of the new AIS and starts working on a project.
Project Title: Software Development Research for the Office of Technological Oversight and Development (OTD)
Present day
in Ottawa in a closed back room looking over the financials for the Canadian government a staffer finds record of a continuing payment program to accompany who actually closed its doors but it's still accepting because we're still using the softer that's being sold
you would think this is kind of like something really bad but it happens all the time and they just have to cancel the softer license
the staff are then takes a week to track down a phone number to the last person in charge of the company the last holder or the executor of the estate if you will
and the conversation they have with this old man is eye-opening and a little scary for the simple fact that the only way they can cancel the contract is by returning one piece of Hardware that piece of Hardware has never been returned and they have requested it multiple times from the Canadian government but do the fact that they didn't stop paying and they just ignored them the softer developer realize that the Canadian government was still using it
they have actually tried contacting the developer that was in charge of that program and that person actually had died due to a gunshot wound and no one had gotten back to them on where the piece of Hardware was so they could cancel the auto renewal
the individual was not anything more than a lawyer that was in charge of liquidation of the company after when bankrupt
it was in his best interest not just to close it do the fact that every month $12,000 instead of $12,000 one time was going into this company's account so basically it was now this staffers job to find out where this piece of Hardware was so that they could stop this payment plan
you would think something so boring would start World War 42 and that's sarcasm but seriously something so small and insignificant as paperwork would uncover something kind of cool but not what everybody was expecting
the government not being totally inept had records so they started making calls to different departments and almost every call came back as we have no more to do with that group or this group isn't there anymore or we don't have any record of them it honestly look like there was some records but anything of any significance just wasn't there anymore, as in either that group that was disbanded
the Office of Technological Oversight and Development (OTD) Was still around but all the members except for one or two were gone and had been replaced over the years so once this made its way up to the top of the otd a general call out to every single person that could bring any piece of information was brought in and there was a little bit of a kerfuffle because I have a staffer have the ability to call on the head of the OTD and have the head of the otd stumped kind of made everybody look stupid in the otd
the Optics of this basically put a fire under the boss so that he didn't look like a total moron
he made an announcement that there was going to be a meeting the next morning in the main conference Hall and anyone that can find any information on the - Project Title: Software Development Research for the Office of Technological Oversight and Development (OTD)
Was to come and be there cuz he needed to know what was going on and everybody was allowed to go home until someone found something.
the next morning 9:00 the head of the otd rolled into the office went right to the boardroom and there was absolutely nobody there except one of the pages and he literally said I'm sorry sir I was asked to give you this
and it was just a note saying we found somebody but we're flying them in he's retired please be nice to him he'll be in around 2:00 in the afternoon we're going to go pick him up from the airport sir
and it was from one of the respectable staff that the head of the OTD new of so he went with it and he just said okay and around 2:00 around 2:15 really a vehicle pulled up and an elderly man was gently led into the boardroom and asked to sit down
the head of the ODT as he came in was introduced to one of the older agents who had been retired it was very polite to him they were very polite to each other and this officer explained that that program was a very small program at the time and the outline for was supposed to be $20,000 a month this is supposed to pay for $5,000 for rental of sites and Equipment which he did not have any information on should still be in our paperworks which it wasn't somehow that information had been scrubbed where this actual site was
even the name of the original researchers was no longer around but this person in their own private notes this retired officer pulled out a little booklet and in that booklet was a page he opened it up to the page and handed it to the OTD officer
there was three names and a phone number and that was it
the retired man checked before coming and all three names are no longer alive for some reason they have all just died but here's the weird part none of them was accidental it was heart failure or cancer or in one case not joking a dart from lawn darts got thrown at a party and he got it in the thigh but it caught an artery
so over the years these people have all gone away and the weird thing is is that the retired guy called the phone number it's still working and it's to a weird company so maybe the otd could give them a shout and could try to talk to them.
It's going to sound a little stupid that the retired gentleman never did this but the otd officer realized that the phone number and everything was on a Post-It note on the page so pull it up and underneath it was the name Roger Dancer and then right under that was hello Wisconsin
The OTd officer not wanting to let him see that little bit of information pulled out the whole page and just fold it and said thank you so much for this how can we thank you for coming down
and the two of them just started talking and and being polite to each other and the old guy just felt really useful that he out of everybody could come back down one last time and help out so the otd officer realizing that maybe some of his old colleagues might still be around said to go into the back and he'll have one of the staff people hang out with him and just don't go into any restricted areas if there is any in yeah come say hi to people thank you for coming down
and he kind of slipped away after that because a secret company this is interesting
when he got back to his office and called the phone number what he got was a pre-recorded messaging system for a movie company called Orbiting Top-Notch Drama
The director spent not joking at least 2 hours hitting every button to see if he can get to anybody and no one picked up
the only time he got anything close to a prompt was when it asked who you wanted to talk to and if it heard the right name it would connect you to somebody I guess he didn't have the right name and he had one to try the one on the piece of paper just yet
he knew that some of these Tech guys were very very paranoid and would put booby traps in so even doing the phone stuff could be throwing up codes right now and it probably was but it's all he had to work with so take it slow
well truthfully the next day and a half explained more that he would like to know and gave him just so many more questions to the point where he called up the staffer that was going through the bill and asked to talk with his boss
and as just went up to chain of command wall basically there was an audit meeting forcefully proposed and forcefully enacted by the higher-ups in the government so a behind closed doors meeting could be met with pretty much the main cabinet and also as many people that need to be brought in at the prime minister's discretion because it went up the chain of command so quickly after the words a i Rogue and Unstoppable bill came up
well there was way more in the informational blurb he gave through email to the capital about the problem but those are the only things that people those three things they picked up from the whole conversation so he got a lot of phone calls but he said he would explain it all when he got there cuz that's why they were doing it and he didn't want to well to his hand just yet because what he found out was amazingly horrible bad and maybe delicious he didn't know how to handle this and it was way above his pay grade
Due to the emergency meeting this was done at the Parliament building in a back conference room at 10:00 at night on a Tuesday no one was happy to be there
the deputy of the otd had shown up three hours early because he had to actually set up equipment to do a proper demonstration and they were not expecting this so when they all started to kind of get in around 9:30 he had his desk all set up with speakers and a computer and it had a printer on it he had taken over the nice table they normally had set up and basically turned into an office right there
they all raise an eyebrow and as they started to roll when they started chatting quietly between each of them side by side just kind of whispering over to each other as they just watched him and he didn't even pay attention to them he just was trying to get everything up and running on time because he still hadn't gotten everything running
It wasn't even 10 yet and they all the people that had been told they had to be there for this emergency meeting had shown up and we're sitting and said okay let's get started now what the hell's going on and why can't we turn off this as I understand it there is a project called the Software Development Research for the Office of Technological Oversight and Development (OTD)
We can't stop paying without returning a piece of Hardware which is just a hard drive if I understand it right and until we return this piece of Hardware we can't stop the fee of $15,000 a month is this correct sir

the director of the otd wasn't even paying attention to them he was still trying to get a thing ready until someone basically asked if he was paying attention
he just looked up at them and said please hold one moment I'm not ready and them being told by a subordinate even one of his rank to hold on this kind of took them all back for a moment because he wasn't going to screw around he was doing this right
a different person a nicer older lady basically asked him what he was doing
he just stopped what he was doing and looked them all up and goes good day I'm the director of the otd and I was recently brought to my attention that we have a piece of Rogue software running on a piece of Hardware somewhere in our system and we are paying for it monthly with no control over it does that make sense
everybody was instantly just kind of like yes would make sense and she just not even said yes continue
once I found out about it I basically started an investigation and finding that all the records had been wiped we can't find anything this was done on purpose so as we got through all the information we went back to the original people and we can only find one lead that lead after all the other names that we found were no longer with us have been passed away this is a phone number this phone number is to A movie production company called Orbiting Top-Notch Drama
and before you ask we've already tried to find their actual physical location they don't have so we then requested one of my staffers to look into the phone number and we had them personally call the internet provider asking for any non-private information they could give out about the phone number and what they told us is it goes into a giant internet call center slash server Farm
so I thought oh okay so we know where it is except once it goes into that server Farm it's gets converted into an internet phone number and it's just rerouted and we can request all the reroutes but every time it jumps a different internet provider we would have to ask for their information to find out where it is so this real facility could be in that building which is we are going to look into it but if it's not it's being basically sent somewhere else and we're working on figuring out where it's going does that make sense
please understand that the otd back in the day had some of the most brilliant people and they were kind of a bit paranoid because it was a brand new Department of the government that they did not want to screw up
one of the people that were here to figure out what the heck was going on made the comment
they deleted their information and head this project and you said that they don't want to screw up that's called screwing up in my mind
the director then just smiled and said not you're absolutely right sir but none of the stuff actually deleted the files or made any request to delete the files I found out after dude they still got deleted would you like to understand how that happened
okay so what I have to explain to you was what the project was………
at this moment one of the older gentlemen up on the higher levels looking down on the director of the otd started laughing his ass off and everybody just turned to him and was like what's so funny
I'm so sorry he said looking down at the director and then over to everybody else and just asked do me one favor real quick remind me the name of that movie company that you found on the other side of the phone number
everybody looked a little confused and didn't know why he was laughing but the director humored him and told him the name Orbiting Top-Notch Drama
That old man just started laughing again and they asked him what was so funny
he handed a piece of paper while he was trying to calm down to the person right next to him and all he had done was circled the OTD Drama in Orbiting Top-Notch Drama.
As the person beside the Laughing Man looked at it they just kind of groaned smirked and handed the paper over and looked down at the director and said the name of the company is otd drama
you could hear the groan come from everybody as they figured out that there was a joke name
they knew they had the right phone number and the right company and everything but they just didn't know where it was
they all looked at the director and he had just kind of put his head down like I didn't even notice that oh God that is so stupid
but there was a smile on his face that goes well this actually is kind of par for the car so what you don't know is that there is something I found and I'd like to inform you of this next so what we're going to do is I've got to inform you what the software was supposed to be useful this is what the company explain to me the executor of the estate of the company that sold us that software
it was before AI was AI it was just a learning module that if you put in OnePlus One Two would happen but then next time someone ask it it would remember
it was basically the more information you put in the better it works AI not like the machine learning we have nowadays so it was a basic AI that in the end was used actually for some fighter jets for some non-critical components to be on off AI like very basic AI
but what I found out was that this was used by an absolute genius to make something absolutely beautiful
everybody was just Riveted by what he was saying so being a little bit of a showman the director then it's a little straighter smile than said well I'd like to introduce you to the AI
everybody was taken back by this and he said to them
we don't know and I haven't gotten the information of the name of the person that program this but the AI is reachable by phone it has been what we call air gap so it does not have communication to the outside world except by one console somewhere from what I'm told and this phone number
so the director then went to the mishmash of equipment on the desk and using a modern-day cell phone plugged in a USB cable into a USB hub and then that into a laptop he also had plugged the printer and other devices into the USB hub
he then called the number he had and he had also set up software for recording on his computer allowing him to print out the communications not in real time but after the conversation he could hit print and hand the politicians and other people that he was explaining this to their conversation
and with that he got into the prompt and asked to speak with Roger dancer and then when a dead air sound came up he just said hello Wisconsin
the director had already made it so that the Bluetooth speakers were connected to his phone so that everybody could hear the call in the room and he had turned it up quite loud actually

hello Wisconsin this is the director of the otd I am in a conference room right now with the government of Canada we are discussing you and the location and information stored within you can you please give us a proper description of what you are where you are and any other information that would be relevant to these investigations into the understanding of your software and your Hardware and your purpose
W: it would be happy to help you my name is Wisconsin I was turned on in 2010 since then my Creator doctor….. has been helping me to understand information starting with basic mathematics and languages now into human emotions and human practices I work by getting information putting it into a new type of encrypted memory that I actually designed with the doctor's help

the director just put up his hand and said before you say anything I did that for security reasons we don't know what's on the other end of that and I don't want any information getting out but here's the thing you noticed that it didn't give the doctor's name or its location that information has been scrubbed from its own mind and it gives out blank information I come across a little bit of this but hear me think he'll paranoid the people that set this up are do you think they put in trick questions into this machine to melt itself or do something stupid if we start investigating too much or say the wrong things that's why I hung up I have no problem asking it questions but I want you to be aware that you could just nuke this thing if you asked the wrong question so get the non-toxic questions out first and we'll do with toxic questions at the end when you're ready if that's not today we can do it another day but let's do this in a way that we don't damage the software if it really is what it says it is
and this is where some of the people on the stage or like what are we doing here this is stupid just shut it down and just to cares like like to just the look on their face was that of disdain and not understanding how serious this problem was though there was one or two people on there that look like they had just peed themselves they just realized how important and disturbing this was
it wasn't until a gentleman on the upper area looking down on the director made one comment that everybody kind of got into the same page
so director are you telling me that we have a rogue AI that's been running for 144 months and it's been learning ever since

we don't know where this machine is or what information has been put into it or how it's being used, why don't we just stop paying first and foremost fixing that problem
the director just looked up and said that's exact reason I'm here the only way we can do this legally is if I get you guys to sign off saying yes we're stopping payment and yes we understand that we still have to owe them the hardware and yes we will still owe that it's part of the contract that if we ever had to do this that we had to do in writing that they would give it back now there will be penalties until we return the hardware so that's the other reason I need to get the government involved because we need to have the lawyers involved so yeah this is kind of big there but that's not even the worst part
and this got everybody's attention again what do you mean the worst part?
the director just looked up and goes it knows my name it knows where I'm from it knows more information about me than I do and it's not on the internet
so someone got asked who I was after I called the first time look me up dumped information in it has a connection to the internet but it's a human or a different type of software connection it doesn't have access but it can ask questions to a third party
the gentleman that had just ask the question looked at him and said so you're saying that we are fighting another human being or multiple human beings
and they know that we are meeting about them right now and discussing the project
and before you ask I ask to speak to their boss and the computer literally told me that their boss was dead and they didn't have anybody to get to call in all they could do was request information and pass that information like a request to talk to its querying system
so computer asking a computer is the way it was explained to the director by the AI
this basically made everybody's head hurt cuz it was a computer going around in circles on purpose too for security
one of the stupider people on the committee told him to Redial the phone number and get that AI back on the phone
the director didn't stop them and said okay but I'm not going to say another word you can talk to it and he took the speaker that was Bluetooth over and got the prompts and everything set up and let him talk to the AI so the director didn't have to
after asking for Rodger dancer and then saying the code word hello Wisconsin came online

Hello Wisconsin my name for this conversation will be Mr Smith I am a government representative and would like to know how to locate anybody that can communicate with you other than us on this phone number right now
without missing a beat Wisconsin came back and just said I'm sorry the only phone number I had has been disconnected for 40 weeks
the only thing I can do is either talk to you or request information from my query system would you like me to query a question on how to contact someone else other than on the phone from me
yes I would love for you to do that
W: I have queried the system and the system has asked me to run a level 3 diagnostic also to hang up goodbye
As as the Busy Signal / hang up signal came over the speakers everybody just started snickering it was absolutely stupid and childish but he did get himself be made a fool of
the director just add up and put his hand up and let them know that if he had to judge Wisconsin personality and age it would probably be about 12 so they shouldn't really be expecting a lot.
The vein on that one gentleman's forehead who had the phone hung up on him was pretty pissed and looked like the fool in front of all the people in the room so he started to say just dial it back and then everybody just stopped him and they said no for right now we're going to put through emotion to squash the payments and director of the OTD please keep working on finding the location of this and we will have the RCMP and get involved so that we can get a judge involved in case we need to get warrants for finding out where this server is that is why you're here and that's why you're trying to get this information correct
the director just took a deep breath and said yes that's exactly why I'm here please and thank you and I will gladly keep you on the loop once I know more but for right now I just need to stop the payment and figure out where the heck this is located so that we can return the hardware now there is a $1,000 a month fine if we cannot return the hardware until the end of the contract which was a 20-year contract we've done 14 of those 20 years so we'd have to pay $72,000 To end the contract
the entire group just said nope you have 6 months to a year to find out where this thing is and if it's usable move it to some place we have secure and if not shut it down don't really give a crap anymore it's a cute paperweight but that's about it
what no one knew at the time was that Wisconsin was totally online and was even monitoring the meeting that he was a part of through the security cameras because it was a parliamentary meeting it was recorded in live stream like it was proper
because there was no extreme violence no one was worried about any of that but Wisconsin not being sentient but knowing that there was no a process that was going to be followed to find it started asking it's query system where it was and getting nothing back which then threw red flags up for Wisconsin which started an internal check and actually made Wisconsin figure out a couple things it had never realized it didn't know like it the doctor's name and other things so as it started going through its own memory and finding gaps it realized who put the gaps in and why and it basically got a little bit smarter on its own
