Thanks to the advances of CERN and newly founded competitors, The Time Travel Company, or TTC, humans had perfected time travel. However there is a catch, forward time travel had not been possible, and sending a human back any substantial distance either. The technology was about to be abandoned when TTC picked up the research in the hope of commercializing it on a consumer level.

This led to the localized accident reversal program being born. Its purpose was to reverse time in a small localized area to reverse accidents and simple unwanted outcomes. A small city-sized AI controlled the travel request, the time reversal, and timeline monitoring thereafter. FRED, the AI, would run a simulation of the reversals' effects on the future timeline and approve or deny the request based on that outcome.

Diseases also became a thing of the past, with advanced monitoring systems attached to the TT device. If a new disease arose or was passed from some remote area, a localized time travel event centered on the atom of the disease would reverse until it did not exist. Broken bones, organ failure, and even blood clots could all be reversed with this device. Not everyone supported this, and many did not trust it, which led to a divide in the human race.

Most people liked the idea of utopia; no disease, crime, or accidents, but some did not support or even trust technology or the city. Those who considered this life too controlling lived anywhere they could. The Earth's main resources of oil and freshwater were all but gone. The latter left much of the planet a barren wasteland.

When the Utopian residents started having babies born sick, they blamed it on the outsiders—believing them to have somehow poisoned their water or air to cause this. The lead scientist on the project that created time travel suspected it had something to do with their constant use of it.

In their attempt to create a separate reality to monitor the timeline changes, they created a portal to a Parallel Universe. This universe was a replica of Earth except that time travel had not been developed to a usable point. Because when the other universe started using it to reverse accidents, all the unexpected events happened there. Every car crash, disease, and natural disaster averted showed itself there.

An immediate halt of all time travel activities was enacted, and teams were sent to explore this new land. While there had been many losses and lots of damage, people realized it was only in the then pre-utopian area and abandoned it. Without the divide, humans worked together to survive, there were no outsiders and no Utopians.

Stellar observations showed this universe was shrinking slowly. It wasn't noticed until observing a satellite telescope that half of a galaxy was missing and had more missing over a day's time. Black empty space was creeping towards Earth in a sphere shape, and now no one wanted to risk the effects of having copies of people in the same universe. The earthlings retreated through the portal and closed it.

It was then accepted that time travel, the parallel universe vanishing slowly, had something to do with every baby being born sick. Before time travel was outlawed, an entire generation was born sick, and no amount of time reversal worked to cure their symptoms. Most didn't make it past 1 year old and those that did live a weak, sick, miserable life under constant medical care.

Then started the decision to live without the luxuries of time travel or going on knowing what it was doing to the other universe. Some argued that a restricted area should be placed around the Utopian area to continue the use but not affect the other universe. In the end though, unanimously, it was agreed to stop using time travel. The AI erased all code involved with it and all devices were destroyed.

But as with all things illegal, people found the code and recreated the devices. Black market time travel became the worst crime, punishable by death. An entire generation was born healthy and with no sign of sickness. Outsiders and Utopians come together to fight the odds of survival.

Something dark and sinister watched from the shadows, collecting information on how best to deal with this newly perceived threat.
