*A person can be in rank B and not have an ability that has mental consequences. For example, if a physical ability is deemed to be very dangerous but not to the extent of the environment, they will be raised from rank C to rank B. However, one can only have an ability that has mental consequences if one is rank B or higher. The consequences with stars can be included but is not mandatory. However, rank S is special as it will always have worldly consequences.
