50 years ago in a galaxy plagued by war, strife and unfathomable horrors, an extraordinary event gave its inhabitants a glimmer of hope in a time of darkness.
Beings from other universes, dubbed Foreigners, have appeared all across the sea of stars and have continued to appear to this day. From average citizens and soldiers to superheroes and mythical figures, the choice of Foreigner seemed to have been as random as their placements.
Their presence was not cause for celebration however. The galaxy and its many factions were more interested in how they had arrived and where they came from rather than the fantastical abilities that many of them claimed to have possessed before arriving in the galaxy.
Indeed, their arrival was the strongest proof of the multiverse's existence. The existence of a multiverse meant that there was a way for the people of the galaxy to escape the looming destruction.

However, some see the arrival of the Foreigners as a threat. Some say it is the start of an invasion from other universes while others think they will cause more instability for the already ailing galaxy.
Regardless of what they believed, organizations were formed for the sole purpose of exterminating Foreigners. No man, woman, child or species was safe, for they did not discriminate in their killings.
To combat this, larger factions decided to protect and assist Foreigners in exchange for their cooperation in giving information about their worlds and the means of their arrival. One of these is the Technocracy of Arkham.
Arkham's agents and scientists are often the ones who deal with Foreigners. Some even become agents or scientists themselves out of necessity, admiration, interests, or personal gains. One such Foreigner is waiting for her final test to start.
