This is a warning to all People of Earth, directly from the U.N. Security Council:
An internet-wide mind control virus is attacking the globe via our computer Wi-Fi networks - do NOT use Wi-Fi under any circumstances! Our scientists have discovered that all bands of Wi-Fi are corrupted and all infected devices are now outlawed.
We wish to re-assure the public that internet service itself seems NOT affected, and that internet providers and the cellular networks appear secure. Technicians are being trained across the world to disable Wi-Fi components of all public devices. Security services and law enforcement are being trained to deal with Wi-Fi violations and to care for infected individuals.
The first symptom is to see your own name on a Wi-Fi list. If this happens to you, immediately shut down all electronics in your home and call our hotline 1-800-DISABLE for directions and referral to deconditioning counseling if needed. Do not fear - at that stage the condition is treatable, and will probably even wear off on its own given time.
The second stage is those who have installed the "App" that uses their own name as an ID. This is the stage where actual brain damage begins, and any device with such an "App" installed must be immediately destroyed to prevent further decay. Affected individuals will need therapeutic care, but are still likely to fully recover.
The final stage is called the "Home Base" stage, in which a person is lured to a remote location for full-scale brainwashing. Anyone actively seeking a "Home Base" should be considered armed and dangerous, and will need to be placed in a Faraday cage until full deprogramming and therapy can take place. Finally, anyone claiming to have actually been inside a "Home Base" should be considered an enemy combatant - likely being remotely controlled by whatever forces are behind this global attack. While we hold out hope that such forces are merely human criminal who have stumbled across a new cyber-weapon technique, most of our experts believe that actual alien technology is involved. It is possible that such aliens are actually downloading themselves into human brains to carry out their plans - destroying the former human mind entirely.

Any active Wi-Fi detected by law enforcement will subject the user to fines, confiscation of devices, and psychological evaluation to determine infection status.

The Chairman approved the announcement and arranged various "experts" to interview on all media to confirm what it said - including lively debates about alien vs terrestrial origin. They planned to make full use of the alien conspiracy people, the "illuminati" people, the "Q-anon" people, the biblical "number of the beast" people, and all other fringe wackos whose beliefs could be tied in to the situation.
The reported "traitors" would find themselves drafted into black ops teams if willing, or used for experimentation if not. Unfortunately, it would mostly just be bluff for the first several days, until indoctrination of the various agencies could ramp up - but fear of the unknown and of the consequences should keep most of the general public under control.
With the information war laid out, it was almost time to turn the power back on and see if the battle plans could survive actual engagement with reality. The reports about Home Bases were frightening - a user could simply vanish, and no way had been found yet to detect or extract such people. Weapons used at the point where a person vanished had no effect - the agents used in such experiments had emerged unharmed. What was a Mastermind control freak to do??
