'The Homeless Into Space Program'. This idea isn't simple, but I do think it is a possible and realistic ideal. The idea isn't a total act of complete myth. It isn't something I can put into action, so in that aspect, it is sci-fi. It doesn't really matter how it is done, except it shouldn't be forceful. Those traveling should-be disease free so nasty human diseases aren't traveling around causing unknown future related issues. Outside the condition of beings being disease free, there shouldn't be any limitations on who can travel into space...
The option of being sent into space would give homeless a new opportunity for sucess. Since one of the only things people need to do is settle down on another rock. The percentage of homeless folk on earth is constantly growing, and there isn't enough money going around. The idea of homelessness is often something that isn't the fault of the person who is homeless. Being a guest on a nuclear space rocket, could be a good opportunity for human population travel. Realistically if only half of the homeless population from America and Russia settled out of Earth's atmosphere onto somewhere new: a new society can be built easily. The problem is the equipment, trasportation, and perhaps some training. Training like how to grow food, plant trees, repair something broken, encourage animal life, and perhaps information on how to gather nuclear energy safely to continue constant energy needs.. If the oportunity is there, the chances of doing something like migrating rocks becomes more realistic... Earthly finances shouldn't matter in a new colony, even if that remains to be an issue, then those who volenteer for such programs should be paid for their choice to attend space related programs. Money should-be printed to encourage such activities.
The earth failure space program is similar to how those on the island of migingo, don't want to travel to the other islands nearby... Despite the overpopulation of recent years on the migingo island, and the shrinking size of individual homes. If the island is hit by environmental or other human related problems everyone would be trapped on the island... This same sort of idea of being trapped is the same issue with everyone on earth, failing to expand off their small piece of rockyland.

This site royalroad has a large mythical enjoying audience, so perhaps a disaster related giant dragon comes and eats earth.. At which point even the strongest of shelters amount to nothing when facing an actual disaster. When the fancy rich shelters account for nothing: the poor who dont even have shelter are on the same exact lvled as the rich. During an actual disaster the two groups of people are on the same exact level of being escapeless. Only those who joined outerspace related programs, would be the only ones alive after an acutal earth related disaster.. At which point the homeless, scientists, and other adventureers would have the last laugh as the survivors of the only one rockyland owning human race remain trapped. Thats the end of the idea, simple. 'The Homeless Into Space Program'.
To conclude with some history: when America claimed independence, and set up ocean borders restricting trade from the British kings.. Many British citizens who profited off of trade with America found themselves without profit because of their kings actions of oppression in America.. As a result people from Britain looked to colonize elsewhere during 1788CE. The new chosen location of setting up new settlements was modern day Australia. The new settlement programs helped reduce poverty, maintain over population, increase trade, and expand intelligence elsewhere.
Note: at this point in time only the rich and special selected individuals can see outerspace; the result of this is zero human expansion off earth.
