This Royal Decree stated the requirement of these prestigious academies in the Empire to provide a high-quality education to the people of commoner blood.
It's also stated that- in order to enter this academy, the commoners need to pass a pre-qualification and final examination that will determine if they're worthy of this school.
And if their potential and latent ability is notable.
The commoners who pass this exam will receive a full scholarship in this highly acclaimed Academy.
Especially Princess Estelle Ze Dracus who enthusiastically advocates this Royal Decree to give a chance to those commoners who are neglected due to their lack of financial capability to enter the prestigious academy.
That resulted in the wasted potential of those people.

I humbly remained for another few days in the Poenix Hospital to rest my body after it was damaged badly in that deadly fight and rest it to the extreme so I could go to my full power.
This text was taken from Royal Road. Help the author by reading the original version there.
However, I greatly underestimated the consequence of using that ascended skill of mine in this frail body.
As I remembered how fatigued I was after that bloody fight.
I sincerely realized that even if it's a passive skill, it will hugely affect me in this state of my feeble body.
I'm just really lucky to survive the fight when I passed out due to the elixir that Zuriel had given me.
Or else, I'd be dead.
As I contemplated for the things that I realized in that day and when I woke up in this room. Also, that talk with the Marquis enlightened my thoughts.
And as I had enough rest.
I prepared myself to leave the prestigious hospital and enter this Academy.
As I walked out from the white room, I saw Zuriel walking through the corridor of the hospital.
"Hello Zuriel, how are you? Why did you run at me when you announced that talk with your father?" I gazed at her suspiciously.
"T-thats nothing! Dale" she said to as she stared at me too.
And as I remembered about the Alzahid Academy.
I asked Zuriel if she knew anything about the insides of this Academy.
"Yes... it was known for being an Only For Noble School- due to its high tuition fee so mostly nobles entered this school.
However, a Royal Decree has been passed by the Royal Family stating that commoner people can also enter this academy through a pre-qualification and final examination.
For them to develop their latent potential and innate skills" said by Zuriel.
"I also have...friends in that school so I know some information that is not open to the public.
Noble students and staff of that prestigious academy are not happy with the passed Decree.
But they keep their mouth shut because it's an order of the Royal Family.
And you should be always careful in that Academy when we enter...Dale."
"I'm fine...okay? and Don't worry about me." I smiled as I thanked her for this precious information and that expensive elixir.
A tinge of red appeared on her face when she understood what I meant as she hurriedly left the corridor.
"She's really... cute."
As I left the Poenix Hospital, I remembered the worn nameplate that I had and picked it up from my pocket.
As this will serve as my entrance ticket to that prestigious academy. I observed it and noticed the logo of that academy near my name.
It's a huge sword and a mage staff crossing each other that appeals to the eyes.
And I find it quite attractive as a symbol.
Albeit, I didn't notice it before when I searched for my nameplate.
I just saw my name and the student of Alzahid Academy.
And I also didn't know how I had a nameplate from that renowned academy.
Does it mean that I passed the pre-qualification test? When it's the original soul that is in this body?
This should mean that this original soul in this body has the innate potential to become a...powerhouse.
"But where? Why can't I find something in this body that he excelled too" I asked myself curiously.
As I continued to walk by in the loud beautiful street, a sudden thought entered my brain as I wondered about what I had learned in this prestigious Academy.
Can I learn about a new type of Swordsmanship besides my Heavenly Demon God Swordsmanship?
I also wondered if I could learn to use this abundant unknown energy to make it mine or to make a new type of swordsmanship, even a technique to replace the qi energy that I used before is appealing or maybe, just combine it all- I don't know but I'm getting excited.
