Ray realized just how much he didn't know about his system. Even though he spent two years together with it, he had never even fully activated it. But there was no use in being stuck in the past.

Terra's government system was incredibly complicated. There were numerous bodies that has various degrees of power and influence, but it was helmed by three main leaders: The Royal Family, the Cluster Association, and the United Defence Guild.

Usually, this made the process of decision-making and policy-making slow and clumsy, but at times of emergency, the response times were actually very fast. Usually, the Royal Family had the power to decide on an initial response, the consequences be damnded.

But right now the only thing they got was radio silence. But to Ray, this wasn't all that unusual. He knew that the Royal Family is probably stalling for time, looking for the chance to consolidate its power using the upcoming disaster.

Because they knew it was coming. In fact, all the nobles under the Royal Family also knew that it was coming. They just didn't know when, so they have been preparing for the last few generations for it to come.
