Alexa Smirn, while bushwalking with her friends, was covertly recorded by the Paranormal Group of the Australian Federal Police. The problem was they were shifters and had shifted into their animal form at the time.
For the first time, the Paranormal Group had real evidence of the existence of shifters. This started a chain of events that ended up with a negotiated 'big reveal' between the Australian Government, the Australian Council of Shifters (ACoS) and the Australian Council of Magical Practitioners (ACoMP). As this book starts, that reveal is due in about two weeks. Once this is out of the way, the Australian Council of Magic Users (ACoMU) will be up next.
Part of this deal was the acceptance of a large group of shifters from various countries as refugees. These would be in danger from their governments (either local or country) after the reveal, or were currently in prison or 'protective custody' because they were shifters. An alliance of countries chose to take these refugees in, after they were initially processed by Australia.

Alexa, as a Constable with the AFP has been transferred to the Paranormal Group and was key in the integration of shifters within the AFP. At the end of the previous book, she has been volunteered to do the same for the Australian Defence Force. At the start of this book, she is about to start.
Her animal form is a wedge tailed eagle. She still lives at home with her parents and two younger siblings, who are all shifters. They run a farm on the outskirts of Canberra, Australia.
A shifter comes into their powers about when they start puberty, although their animal is 'set' when they are born. Normally, their animal will be a native species to the country or area of their birth, although any animal endemic to the country is possible. Increasingly, this is including animals that are extinct in the area. There are also rare cases of 'mythical' animals from an area being chosen. So, for example, there is a Bunyip shifter in Australia.
