I am currently waiting to meet this universe's Governor, as per regulations.

This Governor is one of the more... sporadic ones.

As the basis of the Observer is to observe and cultivate life in the multiverses, it is critical to have a clear chain of command. The regular Observer unit is the most common, and what I am currently. Above Observers are the Governors, who Governs galaxies. Head Observers are in charge of universes. High Observer oversees multiverses and the Higher Beings are at the top of the chain

The Governors are a higher class of Observer, their job is to govern the Observer units, like myself, and receive reports and transfer those reports to the Higher Beings. Their secondary job is to track down Rouge units. Unlike my other colleges, I have been granted to send my logs to a favorite world of mine, as well as the Governor. Their last task is to set up were the Observer's primary observation post should be as well as creating the worlds, though their sector is already determined.

Getting into the tighter details are complicated and already explained in the Observer Handbook: for Dummies, so I won't reiterate them. I sense the Governor now, Ending this log.
