"I... don't know?..." Cynthia watched as a boy, no older than 8, Lionel, started speaking to two professors - one regional and the other from Kanto, the region right next to Johto, - about what he saw. According to the Oak and Elm, with the young boy being psychic, he wouldn't be that much of a stranger when it comes to visions and from what they added, it seems that what he saw is connected to Palkia's interference with the region. - the thing that she specifically came here for.
With the God of Space running around and moving parts of mountains, as Sinnoh's Champion, it was her responsibility to know what the reason for that was. And the boy in front of her should be able to atleast help her connect the dots.
'right as long as he doesn't lie about it at least,' she silently voiced. Whether or not the boy was speaking the truth, she could only guess for now.
"that's the video professor Oak and Elm sent yesterday right?" she heard someone say behind her, she didn't need to turn around to know who it was, the way he loudly shut the door (or, really, didn't try to at all, and instead, just let it slam itself shut,) and his voice alone was enough. Knowing that she was listening, Lance continued talking, "it's about that boy right? the one who saw what that Legendary is doing,"
Cynthia ignored the way he casually spoke about Palkia and nodded, "right, and according to Oak, he's described Palkia well enough for him to know that the boy is at least speaking the truth,"
She felt movement right next to her and another chair was placed right next to hers, Lance took a seat, pressed his elbows on his legs, and placed his chin on his palms in a pose that was both oddly regal, yet crude. Cynthia chose the moment he got comfortable to face him and saw a frown forming on his face, "what does that have to do with anything?" he asked, eyes glued to the video still.
"very few people here know about Palkia's description let alone actually describe what he looks like," she answered, eyes going back to the video, where the boy was currently talking about things that he shouldn't have known because he did not encounter any of them at all. Because of that, everyone in the room with him, even his mother, listened in intently, their face serious. The way both Elm and more importantly, Oak, nodded to what he said convinced her enough that the boy was at least speaking some truth, "this Region hasn't encountered Palkia yet if I'm correct?"
Lance nodded once, "yeah... the way parts of Mt. Silver just disappeared without a trace was a bit unnerving at first because both Ho-oh and Lugia usually steer clear from the place," he sighed and rubbed the back of his head, "not because they're too weak of course, but simply because Mt. Silver is important,"
Lance didn't voice the fact that should Mt. Silver dissapear, then the borders of both Kanto and Johto would start to look wobbly, not to mention the resulting mass of Pokemon immigration that would take place if a small part of the mountain feels something as simple as a love tap from the two Legendaries. Palkia not in any way at all influencing the power balance of Pokemon in Mt. Silver shows how much he tip-toed around the place with his influence; something that really made Lance wonder what the Legendary wanted because if he didn't want to damage the ecosystem then, what was his goal?
Cynthia hummed in agreement, thinking, remembering the massive mountain back in Sinnoh whoms peak, according to everyone she knew and what she saw, housed ancient ruins that were supposed to be dedicated to the Gods of this world, she assumed that Mt. Silver has the same purpose as she went back to talking with Lance, asking, "Lugia and Ho-oh should be your Region's Legendaries correct?"
Lance huffed, "they're supposed to be gods," she bowed in sorry and he continued, "but yeah, they're Legendaries, the same way that uh, Palkia is to yours,"
"I see," she focused in on Lionel's words, he was getting close to where he described Palkia, if the time stamp that the professors left on the video was any indication, "and does he know about Ho-oh and Lugia?" she asked a question that to most, isn't probably important but back in Sinnoh, almost everyone does not know about the various Gods that inhabit the mountain peak at the top, and the some that do, only know them by face thanks to the statues placed on their respective city and/or town,
"hmm... yeah," Lance said after a brief pause, "almost everyone here knows about the two Gods, I mean, with Ho-oh reviving three dead beasts and turning them into other Legendaries, it's sort of hard not to you know?" he chuckled,
"so they interfered directly?" she asked, curious, "when?"
"when the tower of this city burned down," he answered, "people didn't rebuild it out of respect for Ho-oh and instead, they built a new one somewhere else, I'm pretty sure it's East of here,"
"I... did see that," she admitted, assuming that Lance was talking about the one with the Geishas, "I did not know that it had a cultural significance,"
"the burned one or the newly built one?"
"both,"
Lance stayed silent after that, and Cynthia assumed it was because he didn't really know what else to talk about, the way he sat laxly on his seat told her that he wasn't uncomfortable about their topic just now so she decided to pursue the other God, deciding that it was better to know about the Region's Legendaries. Both because she wanted to respect them as well as because she wanted information about them, "what about Lugia?"
"oh her?" Lance laughed, "I heard that she's been influencing the seas out on the west and the people from Olivine and Cianwood have been saying for years that she's been saving them from storms," Cynthia nodded in understanding, replying 'I see' as she learned more about the Legendary's influence, Lance continued, "and the Whirlpools right next to Cianwood? you guessed it- because of her,"
"I suppose I should visit these whirlpools sometime soon then," she mentally took note that should the opportunity present itself, she'd go ahead and see if she could personally witness these whirlpools herself, "I never saw any Legendary place their influence permanently like that before..."
"yeah, Kanto says the same thing!" Lance replied oddly, "I mean, I can see that it's pretty strange because the birds are pretty lazy," he murmured about a rumor that he heard that one of them even stays at an abandoned Powerplant, "but even then, one of them showed its influence somewhere in the Region,"
"hmmm?" Cynthia hummed in interest, "and who might that be?"
"Articuno," Lance answered with disdain, she could sympathize, as her ace does have trouble fighting Ice Types, and that was only one Dragon, Cynthia could not imagine what someone who has a roster of six and more of them would feel against that. Lance sighed and visibly relaxed, "she's apparently decided that one of the islands there was a good place for her to stay in, and so, all year round, the cave there is a freezing landscape,"

He turned his head to look at her and Cynthia met his eyes from the corner of her own, "what about yours? I mean, it's strange having Legendaries not influence anything."
Cynthia shook her head, "not at all," she answered honestly, from what she believed, Legendaries were Pokemon that were above and beyond normal creatures, and so, it is not their responsibility to expend their energy on something as petty as their day to day life, she believed that they should only truly move when things go dire, "Palkia, Dialga, and Giratina do not show themselves and have not, in fact, shown themselves as much as Ho-oh and Lugia have in the entire recorded history of Sinnoh,"
Lance frowned, Cynthia ignored it and continued, "only when someone tries to take control of them, to yield their boundless power do they show themselves and even then, the messy lives of their controller are short-lived, or, so to say, the people who try to control them barely get enough time to use their power because they are beaten before they very much could,"
"and there are no exceptions to this?" Lance asked, "I mean, like," he rubbed his chin, trying to think his words through, "did someone control, let's say, Palkia and took over the Region?"
Cynthia met his eyes, "you of all people should know that sort of goal is very much impossible," Lance sighed, murmured 'fair enough' and gestured for her to continue, "but to properly answer your question, yes, no one has lived long enough to use them to conquer Sinnoh, at best, they get to have the Legendary for half an hour before they're stopped by someone who's been following them this entire time, and just as they were about to take their first step into world domination, the hero steps forward in front of them to stop them,"
"and isn't it supposed to be... I don't know, be easy for them to beat the "Hero"," Lance air-quoted, "-and win before taking over the Region?"
Cynthia stayed silent, "I... honestly do not know," she paused again, thinking, "but from what I've read, Dialga and Palkia are almost useless when finally wielded,"
"and why is that?" Lance asked, his face serious, Cynthia wouldn't have done anything should he disrespect the two because she herself has had those very same doubts when she was young but- "I mean, they're able to move parts of Mt. Silver without Ho oh retaliating!" - he said what she was thinking; the very proof that Palkia, Dialga, and Giratina, arguably Legends of equal power, were strong, "ignoring the fact that they can be controlled, why do they become weak once it happens?"
"well, in order to control them, you would need three powerful Legendaries to chain them-" Cynthia stopped her defense against the control of the three deities, and instead, she focused on what Lionel was saying on the video,
"I mean, yeah? Palkia looks like this... bipedal thing with a long neck, a tail, and a white body," Cynthia's eyes narrowed and Lance focused in on what he was saying as well,
"is it accurate?"
"it very much is," she nodded,
"and are there other parts that you can perhaps add to the description?" Professor Oak asked and Cynthia would've thought that Lionel wouldn't answer but he continued,
"sure, he also had orbs on his arms, upper bicep, right below the shoulder," Lionel pointed to the side of his arm, deeming that his description wasn't enough, Cynthia simply nodded, already knowing that the young boy most likely knew about Palkia and was telling the truth, "and he also had wings,"
"he had wings?" Lionel nodded, "I see,"
"and is that all?" Professor Oak asked again and Lionel looked conflicted, thankfully, seconds later, he gave out an answer-
"no?" he said, "I- I mean it wasn't just Palkia but... behind him, there was this blue... thing, it looked like a horse with a fence around its hips, it stood tall, large even, I- I-"
"a horse? is it the animal?" Professor Oak's question seemed to have its desired effect of placating the young boy as he calmed down enough to answer,
"the animal yeah," he nodded,
"so uh, what's that?" Cynthia met Lance's eyes, "I mean the other Pokemon, not the animal,"
"I do not know, I need sufficient information first," Arceus was not blue, and it seems that his description of IT fit perfectly but from the Trio, there was one that had that coloration.
"so, about this... Pokemon you mentioned, how large was it?"
"easily building size," Lionel's answer got Cynthia's eyebrow to perk up, building size?
Lionel's continuation of it made her doubt what she was hearing, "I- I don't know but he was large, and he was far but from my view of him he was gigantic, easily towering over everything that I've seen all my life,"
"and how far were you from it?"
"uhm... at least a few hundred thousand miles? I mean I was in a flat, blue environment like space and there wasn't anything to block his view-"
"sorry, did I hear that correctly?" Professor Oak's surprised voice cut through, his tone told Cynthia (who was honestly surprised herself,) that he had recovered from shock but not by much, "can you correct me? you said a few hundred thousand miles in distance?"
"a hundred thousand yeah,"
"uh- that's not building size," a shocked Lance pointed out the obvious, "what he just described is outright larger than Kanto and Johto combined by at least..." Lance squinted his eyes as he did the math,
"a thousand times, at best?" Cynthia solemnly helped and Lance nodded grimly, "I do not think there is a need to be afraid," she said to him, "what he's describing is familiar, kind,"
"now, can you tell me what this thing looked like? any features that might be considered... iconic?"
"it had a blue orb in the center of its chest-" Cynthia sucked in a hard, deep breath at the same time as Professor Oak and it was at this moment that Lance decided to pause the video.
"I take it that this isn't what you knew about... your Legendaries right?" he asked her and Cynthia slowly nodded, "so, who is it?"
"Dialga," Cynthia answered quickly, "I do not know if what he saw is true but..."
"the way they just showed themselves so casually to someone isn't normal and so, you're willing to believe it," she nodded and Lance palmed his face, "what... even is Dialga then?"
"he isn't that large, supposedly," she answered, "both him and Palkia should be at least 20 feet tall,"
"so what he saw is false?" Lance asked, hopeful,
"I do not know... I do not see the two of them to lie like that,"
"Palkia and Dialga?" Lance asked, Cynthia nodded, "well then, looks like we have our answer as for why they become weak," Lance let himself slump on his seat, his frame sliding downwards like a Muk on a steep slope, "what they let others control is just a small part of them, a 20 feet tall small part,"
"we... do not know that," Cynthia answered conflicted,
"you said it yourself no? that they have no reason to lie yet, according to him, they're large, far larger than they're supposed to be,"
Giving up, Cynthia added her opinion on the matter, "the way he described Dialga as well..."
"hm?"
"it almost as if he was describing Arceus," she said,
"uhuh... remind me how many Legendaries you have later but first, who's Arceus?"
"the God of this world," she answered simply and Lance just... believed her without even arguing that Ho-oh could revive the dead. She had gotten enough of that already back in the Johto league but she guessed that Lance didn't care about it for the time being.
"so, what are we gonna do with this kid?" he eyed the paused video, "he's pretty interesting I think, I mean, he's interesting enough to get Rocket's attention but that's partly because of his Grimer. If they know that he's seen or even capable of something like this then..."
Cynthia sighed, "they might have just found their perfect DNA donor for their little project," their eyes met, "I think it's best that we go ahead and take that group's roots out of this Region before his journey, removing any chance of them taking a single sample,"
"and that's it?" he asked her,
"he's capable of defending himself no?" she argued,
"well yeah, he's a pretty good trainer but..."
"then that settles it, we root the biggest problem out and let him grow strong enough to defend himself on his own,"
