apartments in these parts are made with a road connecting to a main road, buildings facing inwards to a plaza or court, underground parking, shops, and mechanics on the first floor.
Mike's apartment is located near the road, now mikes goal is to secure the rest of the apartments and create a base of operation where he can acquire a car. looking outside most of the zombies are drawn toward the city center and due to having energy-based weapons Mike doesn't need to worry about a small explosion attracting more zombies. downside is the ammo each soldier needs to recharge for each shot used, this means at all times no soldier has a full charge.
Mike's worries don't end there as there is a glaring difficulty in explaining how soldiers follow him, and his men can be mistaken to be military without the symbol or patch or any identification. not to mention each men only have a rifle and a pistol, all of which is in camouflage but more people would easily mistake them as mercenaries.

"Richard take 6 men with you and try to clear the next building."
"William you the 4 others will cover the gate to the main road and barricade it. try not to get overrun"
"Jane please help me convince the survivors to help with the barricade"
the others quickly moved out of Mike's apartment and moved toward their group to plan how to secure the gate.
while Mike looks at the Map and plans on how to leave the city, the zombie might have moved to the center but if his men can clean up the zombies, the military should make quick work of them. with the military surely seeing his men as either a mercenary group or terrorists leaving the city immediately should be the main concern.
then next from a vehicle is supplies, rescuing civilians would be a good cover for looting some supplies but most of it would need to be left behind otherwise Mike would become a wanted criminal. speaking of the system lets Mike summon recruits but only with the barest equipment and tools. If Mike wanted to improve the equipment or recruitment, a proper facility needed to be secured or built. for example, Mike needs a mechanic to work on the vehicles and make sure they won't crumple with collision, although the fog would have made most of the vehicles stay inside. With panic most people would probably try and get away from the city. and collisions and accidents would become a problem.

"please move to the opposite apartment, soldiers are clearing the gate so you will be safe going out. also are there zombies upstairs?"
" no there should be no zombies upstairs but we locked ourselves when we heard the screaming, leaving the door open"
This novel's true home is a different platform. Support the author by finding it there.
"Alright we will clear the building, please be informed that we will take some of the furniture to make the barricade"

sunset
the survivors has been arranged to sperate rooms, and Richard now goes to the mechanics to try and clear the apartment square,
entering the closed mechanic, the lights are dim foul smell emanate from the door, pools of blood rushes out the opened door.
in the office section of the mechanic sits a man topless, this man is well built and is staring towards the wall. Richard orders the soldiers to line out and focus on the man.
some sobbing can be heard amongst the muttering, not taking any chances Richard orders to shoot the man or zombie, leaving a brunt corpse. clearing the mechanics was easier than expected and now being cleaned by soldiers.

Mike is now inside the mechanics, there is a mini bus inside the mechanic with the engine opened. soldiers and survivors are moving food, water towards the north side of the apartments. pots, cups, tubs are filled with water just incase.
soldiers need to recharge along side with ammo. survivors are happy but nervous as more and more zombie horde the blocked gate. at some point Mike needs a way to move in and out of the apartment. the survivors are also more quiet conversation mostly consist of nods and polite hi, hello and focusing to what task they are assigned. hearing shouts of pain and agony doesn't help with sleep.
