Eight years ago, numerous confidential files from the United Nations had leaked online. Conspiracy theorists, insurgents, and bored nerds were quick to spread word, and files across the web. These files quickly were discussed via telephone, television, and even the local newspaper.
Before the U.N. could settle on an agreement, several countries begun on their own accord to suppress the information. China started mass raids on the public, arresting every man, woman, and child that had been on the same domain as the information. The United States forced ISPs to shutdown until further notice. India and China cut off electrical power to all of their people, in an effort to prevent them to get online. Oceanic countries such as the Philippines cut oceanic cables to prevent internet access internationally.
The U.N. fell apart, countries began closing borders, preventing communication outside of the nation, or even sometimes province. Mass surveillance became so common, you couldn't sneeze without someone knowing. Telephone wires were cut overnight, television was regulated by the government. Almost all governments burned newspaper and network stations that would not be silenced. Despite all the countries best separate efforts, word got around, and around 70 million, or rougly 1/100th of the worlds population knew what was being hidden from them.

Four years later, international borders began to open up again, chaos ensued, as each nation's lifestyle and law had changed so drastically in four years. Six months passed and nations closed borders again out of fear of the known and unknown. Civil unrest ensued in several countries once again, demanding to allow communication and travel again. Now, present day, select border states of the United States of America, has open borders with one another, and with certain provinces of Canada and Mexico.
