Explosions rocked the building of the headquarters of San Rafael Brewery that morning. Flames engulfed the lower floors. Employees were evacuated from the building while some were being taken hostage.

Onlookers rushed and the media to the premises of the building. The security personnel stopped them. Moments later, the sirens of the vehicles from the constabulary came to respond to the incident. Choppers from the media encircled the building overhead.

Smoke rapidly climbed to the higher floors of the thirty story building. The blaring sirens of the firetrucks and ambulance soon followed as they arrived in the scene. Adding to the pandemonium that was happening.

The constabulary, with the help of security, cordoned the people outside of the gate and secured the area outside the building. As the situation was under control, Major Maximo Valiente asked the lead security officer of the building, freed by the hostage takers. The man looked horrified and was shaking when Major Maximo seen him. He stuttered as he spoke when one of the constabulary officers asked him. Seeing the major, the lead security officer pleaded and said, “the hostage takers took My cousin. Please… help her!”

“Hold on!” Major Maximo said and continued, “What happened here?”

“They suddenly attacked… we don’t know who they were, but they operate like military personnel!” The lead security, who was stuttering in fear, said.

“I understand…” Major Maximo replied, trying not to stress the man with an interrogation because of the state he was in.

The major called one of the constabulary officers and asked, “Can you tell me the situation?” Alejandro Cruz replied, “There were casualties reported among the security and the employees inside building, sir. The hostages were held at the back of the building. The compound was also guarded with gunmen and snipers.”

“Where is the Special Action Unit? Lieutenant?” The Major seeing the urgency of the situation, asked.

Lt. Alejandro replied, “They were on their way from their HQ, sir!”

“What!?” Major Maximo exclaimed and continued, “That’s almost an hour's worth of travel here. Not counting the traffic. What could they have been thinking!?”

The major looked around and asked again, “Do we have someone who can respond and deal with the threat?” He asked the lieutenant.

Lt. Alejandro, who was also worried, replied, “Sir, we don’t have people here trained to deal with those terrorists. Only the local SWAT and the Special Action Unit were capable.”

Hearing this, the Major became irritated. The inconvenience of the situation had given him and the gravity of the situation made the situation worse. He wished he could ask the local swat team could respond. Thinking that it would be a better idea, Major Maximo approached one of the constabulary officers and asked to call the local SWAT Team’s headquarters.

“What’s the word with the local Swat team?” Major Maximo asked the officer after the call.

The constabulary officer shook his head and replied, “No good sir, they say it’s outside of their jurisdiction. The Department of Local Government won’t allow themselves to be involved!”

“What!?” Major Maximo exclaimed, unable to believe what he said and asked, “What do you mean outside of their jurisdiction?”

”That is what they answered sir, the Director of the Department of Local Government told them a while ago not to be involved!” The officer replied.

“Damn it, what are they waiting? The terrorists may escape if we wait for the Special Action Unit to arrive!” Major Maximo, frustrated about the situation, said.
