Its mysterious nature particularly haunts the protagonist. They believe the figure to perhaps be Death, God or something else supernatural trying to send a message. It remains unknown as to what the figure is but most likely, it is a part of the human consciousness. The protagonist concludes that it comes out as a result of the protagonist's addiction to drugs. So the figure brings itself forth trying to scare the protagonist straight.
The climax would be the figure taking control of the protagonist's hands and moving them as though it were legitimately speaking. It's never beaten rather the protagonist stops running from the figure and listens to what it's saying.

It can be assumed that this is the figure's way of trying to get the protagonist to stop their drug usage as it ruins their life.
