He pointed at two of his goons. "Kyuu and Juu. You guys will play the we are here on government business and are just doing our job card OK? Just use Suggestion or some Minor illusion spells.
He and his yakuza had all changed faces and outfits. They now had vests with the kanji for Tokyo Metropolitan Government Bureau of Waterworks on their backs and were climbing in small boats or more accurate, rafts. Mirage Arcane was the spell he intended to cast. It was, in his opinion, one of the best crowd control spells in the game. At 7th level and with a duration of 10 days, it took only 10 minutes to cast. No gems or gold required. The wording was bit vague and there had been many debates online about the level it could reach. It could alter an entire square mile into some sort of terrain that you would like. Including sight, smell, sound and touch. You can create anything within and it is physical and real. Only creatures were impossible to create. The point of contention was that the spell was an illusion. For now the only thing that mattered to him was that it could hide and create structures.
He decided to build his first wizard tower in Sayama Lake. The worlds largest city seemed to be the perfect place. Sayama Lake was directly next to Tokyo and had a nice view of Mount Fuji. It was also a water reservoir, almost a mile arcos, and right next to Waseda University. This would come in handy later. For now he planed to stay hidden and build an underwater base that would serve as the foundation for his gigantic mage tower. He first needed to get some more minions and contingency plans in case the world did not react to kind towards the wizard declaring himself guardian of the mortal world. He intended to fully pay every country in gold for the land he would build his towers on. That is to say later on when they could no longer refuse.
Can Wall of Force stop a nuke? That was the real question. It is absolutely impervious to any magic and non-magic damage, even in the Ethereal plane, except for Disintegrate. The spell deleted the very atoms the object was made off. A nuke was just heat, pressure and radiation right?
The boat started to sway as Argentarius stood up. "I got it guys!" They did not turn their heads and instead continued to paddle. "We will make a false flag operation! I mean we are taking their cities hostage in a way, so they would not nuke us right? Fuck, these new hypersonic rockets exist. A small warhead on that one could for sure take out my tower." Argentarius thus decided to approach the hole world domination thing from more of a soft power perspective. If he build temples for his god, Azuth, and let some priests perform miracles, there would for sure be lots of followers to come. He had no idea if the gods of earth really existed, but he'd rather paint the target on a real gods back.

There was also no telling on how the other religions would react to him announcing a new one and magicly creating temple after temple and performing wonders for his god of spells.
He would mostly gather followers from the academics and atheists. Or maybe the healing wonders would bring in droves of desperate folk.
Anyway for now he needed to build his base. He had one goon cast Mirage Arcane over the entire lake, fog started to obscure the vision on them. Ni cast Water Breathing on all of them and they jumped in. Light was no problem, as they had all changed their transmuter stone towards granting darkvision. Move Earth facilitated the need for shovels. They dug a hole and used Transmute Rock to make dozens of cubic feed large foundation of rock. On top his constructs cast Galder's Tower with Wish. Yes there was a spell to create a wizard tower. Just straight up, with furnished bedrooms, magic fireplaces, libraries, lounges, observatory, magic brazier and even a sauna.
If cast at level 8, it created a 7 story tower that would last 24 hours or if cast continually over 1 year be permanent. That's were Wish was so useful, it just ignored pesky things like that.
Argentarius coordinated the efforts of his constructs via sending spells and hand gestures. The plan had been made beforehand. They would stack many round 7 story towers next and over each other and combine them them with Shape Stone. It looked a bit rough but that would be something for his creations to figure out. The teleportation chambers was to be located at the bottom, together with the armoury and treasure. Above were the library and a lot of winding corridors with traps and the like. He could barely contain his excitement at the thought of his first, self created, dungeon.
Sea monsters, flying creatures and many illusions would eventually guard the finished tower. For now he was satisfied with his underwater hideout.
A few days later Argentarius walked along the shore of the Sayama Lake and tipped his hat towards a friendly elderly couple talking a walk. He pointed at his vest and emblem, murmured something about government business and proceeded to climb over the fence. The couple looked at each other, shrugged and went on. As soon as they had turned the corner, he dove into the lake and swam towards the centre. It made for really good exercise. He dove under the still surface and saw the impressive stone structure. A glimpse of the madness to come was already visible in the twisted and strange way the many towers intertwined. The wonderful thing about magic was, he had not a single care in the world for the structural integrity. Wall of force could be placed anywhere. He could even build a castle in the sky, if he so wished. He keept that in mind for another time.
Argentarius swam under a few plants in an outcropping and then upwards threw the entrance into a small room. The walls were lined with plants and luminescent moos. He called the room beaver chamber. A helpful construct dried him off and asked the living tree if were so kind as to make way for the master.
