In a future world, Josiah finds himself living in a perfect, automated city that provides for all of his physical needs. However, this seemingly utopian society has a dark side: it is plagued by war, drugs, and oppression. Despite having all of his basic needs met, Josiah feels empty and purposeless in this dystopian culture.
As he struggles to find meaning and a will to survive, a single mysterious figure intrigues him. Who is the Last Caesar, creator and ruler of the city, and what is his "heaven"?
