It turns out that Carl had been an auditor the whole time undercover. Tom explained, after I gave him the badges, that Carl had found out about some of the executives being disloyal and how at least one had plans to attack a celebrity. While Carl had not been able to act on the information fast enough to save the celebrity, he had been fast enough to catch the entire assault team and his information had led to the shutting down of the previous executive board and their 'questioning at length' in a nearby auditor center.
