In the year 2000, a mysterious phenomenon known as the 'White Fog' occurred which covered the entire planet for a week. Soon after, females on Earth start to exhibit magic abilities and some even able to transform into magical girls. However, not all of them are capable of magic. This led to a shift in power towards the magical girls. Males and the powerless are left to bend to the rule of the magical girls. There are also those with magic who oppose the new rule. The story follows four main protagonists who fight the magical girls for their own reasons. Tsukiyo, a former magical girl enforcer who defected after losing someone close to her, Erika, a magic-user member of the organization Helios who give aid to people seeking protection from the magical girls, Aoi, a powerless freedom fighter who fights against the regime with her comrades and Takako, a powerful magic-user who calls herself a witch and the one who gifted the three girls their powerful magical artifacts to help in their fight. The story takes place in a fictional Japan city named Meteo City.
