In a near dystopian future, an overpopulated Earth is destitute of freshwater for its inhabitants. When a bloodthirsty fascist discovers an alternative through deceitful and hostile means, the framework of democracy crumbles and the nation is left to serve under his authoritarian rule. The multi-generational story follows the political uprising by which this new world order was created and the teenage innocence of Rainey, an 18-year old navigating a society that limits population growth through a genocidal competency review process. When Rainey finally realizes her family will never be safe under her government's oppressive rule, she's left with no choice but to forego her apologetic livelihood and fight back against the very regime responsible for her life or death.
