Page 14: The Corvun Government

Much like the ancient United States, the Corvus Republic is governed through three distinct branches: the Legislative Branch, the Executive Branch, and the Judicial Branch.

The Legislative Branch

The Legislative Branch is divided into two houses: the House of Senate and the House of Representatives.

* House of Senate: Each of the 17 Corvun planets elects two senators, resulting in a total of 34 senators. Senators serve a 10-year term, after which elections are held on their respective planets to fill any vacancies.

* House of Representatives: Composed of 870 representatives across the 17 planets, this body holds the exclusive power of impeachment. Impeachment functions as a formal accusation against a government official, comparable to an indictment, initiating a trial process.

The impeachment process involves the following steps:

1. Representatives submit evidence of alleged crimes to the House of Rules and the House of Judiciary.

2. Both houses review the evidence and provide recommendations.

3. If sufficient grounds are found, the Houses hold a vote on each "Article of Impeachment."

4. Approval of any articles results in impeachment, leading to a trial in the Grand Senate Building on Corvunia.

During the trial:

* The House of Committees acts as the prosecution.

* The accused and their defense represent themselves.

* For presidential or vice-presidential impeachments, the Chief Justice oversees the proceedings.

The Senate, led by the President Pro Tempore (the eldest senator), serves as the jury and judge. Conviction requires a supermajority of two-thirds, leading to the official's removal and possible criminal prosecution. To safeguard against political misuse, the Corvun Constitution restricts impeachment to cases of treason, bribery, or high crimes.

The Executive Branch

The Executive Branch enforces laws and leads the federal government.

* President of the Corvus Republic: The elected head of state represents the entire Republic, declares wars, manages trade, and engages with foreign powers such as the T'au Empire or the Imperium of Man.

* Vice President: Supports the President and assumes office if the President dies, resigns, or is impeached.

The Cabinet, consisting of 16 departments, advises the President. Each department is headed by a secretary, except for the Department of Justice, led by the Attorney General, and the Department of Psykers, headed by the Director of Psychic Energy.

The Judicial Branch

The Judicial Branch ensures the Constitution is upheld and free from abuses of power.

* The Supreme Court: Consists of nine lifetime-appointed justices, including one Chief Justice and eight Associate Justices.

The Supreme Court resolves disputes, upholds civil rights, interprets constitutional laws, and presides over treaty-related cases. Lifetime appointments shield justices from political pressure, allowing impartial interpretation of the law.

The Cabinet supports the Executive Branch in governance. Each department specializes in a specific area critical to the Republic’s functioning.

* Department of State: Oversees foreign diplomacy.

* Department of War: Manages military operations and conflict resolutions.

* Department of Justice: Handles legal affairs and law enforcement.

* Department of the Interior: Manages indigenous populations within the Republic.

* Department of Treasury: Controls the economy and treasury.

* Department of Transportation: Supervises space travel and shipbuilding.

* Department of Energy: Regulates energy output and oversees superweapons.

* Department of Commerce: Handles trade and commerce.

* Department of Health and Corvun Service: Manages public health and disaster response.

* Department of Housing and Urban Development: Oversees construction projects.

* Department of Labor: Enforces workplace laws and safety standards.

* Department of Education: Administers education for young Corvuns (Hatchlings).

* Department of Veterans Affairs: Supports military veterans.

* Department of Psykers: Studies psychic energy and combats daemonic incursions.

The Corvus Republic’s military exemplifies bravery and commitment to defending democracy, Corvunia, and its future generations.

* Corvun Army: The oldest branch, founded during the Corvun Unification War. With 1.3 million active personnel and a budget of 3.9 trillion CVD, it is known as "Freedom's Fists."

* Corvun Navy: Oversees space combat with a fleet of 400 voidships and advanced voidfighters, including the F-119 Space Vultures, equipped with void camouflage and laser disruptors. The lasers being able to disrupt voidship engines, making them vulnerable for the voidships to unleash democratic hell

* Corvun Foreign Legion: Known as the "Army of Second Chances," it recruits foreigners, including Imperial defectors and alien mercenaries. Service for five years grants citizenship and a financial stipend of 120,000 CVD.

* Corvun Intelligence Service (CIS): Inspired by the ancient CIA, the CIS collects, evaluates, and disseminates intelligence. Their morally ambiguous practices include funding rebellions, assassinating inquisitors, and brainwashing captured nobles into sleeper agents. The CIS is the most secretive and feared agency, safeguarding corporate interests and ensuring Republic security. A classified doccument stated that the CIS were partly responsible for the Krieg Rebellion, via funding the Krieg Militia with weapons. The Krieg Rebellion resulted in the Imperial Hiveworld turning into a Deathworld.

One Imperial Inquisitor famously remarked: "The one thing I fear more than daemons is the CIS, for their influence and reach are unparalleled—even the Warp shudders at their name."
