In the year 2030, the percentage of the population that are committing serious felonies has steadily risen until it's reached a point that the government decided to deal with the issue. This was mainly due to the rising costs of maintaining prisoners for life and """"humanely"""" executing criminals cost nearly as much. Desperate for a solution, a secret meeting of the Senate Judiciary Committee contracted a think-tank to come up with a solution. The think-tank's recommendation was to send these prisoners to a virtual world and have them be reformed there.
