Alexi belongs to a Tribe just north of modern Kanto. When an Alpha Snorlax moves into the nearby woods and pushes out the Pokemon settled there, as well as blocking the trade route to the Pewter Tribe, he knows he has to do something to save his tribe before they are ruined by the wandering Pokemon, destroying their crops and berries. It's only a matter of time before someone dies.
