Superheroes should never have jumped out of the comic books. The stories almost never show you the end result of a battle. They don't show how regular people have to fix the roads, rebuild the homes, and deal with the crushing reality of being ants to these people. Society was not ready for any of the repercussions.
The first super was a petty crook. His power was understood at the time as being able to control bubbles. He didn't have to point a gun at your head when he could just suffocate the entire room with industrial grade bubbles. When the business owner finally gave in the crook would pop the bubbles and get out of there. The reason no one caught him is because the only evidence left was soap suds, also the bubbles didn't get popped by being shot. Shootouts between the police lasted as long as the oxygen did.
I can't give a name to the criminal because records of that time are spotty at best. The world didn't get much time to breath before hundreds of thousands of supers woke to their powers. Not all of them where strong. In fact, many of them didn't help that much at all. The problem was the hundreds that where strong, no that word doesnt give them justice. They were catastrophic. Countries disapeared off the map, islands sank into oceans, there was chaos.
The only hope that the world had where the powerful ones that still had a shred of decency. They worked together to bring an end to the destruction. Soon enough they formed up in groups to better manage the villains of the world and make sure they didn't cause that kind of near-apocalypse again. This was the first time in human history where the entire world worked together under one cause, bring back order.

The UN stopped being the joke that everyone knew it was and embodied its namesake. Except, it wasn't called the United Nations anymore. Now it's called the UE, or United Earth. Honestly, it was the only out the wolrd had. The Big Three of the old era no longer existed and small things like race, ethnicity, and religion don't mean shit anymore. In front of a single person that can raze a small country to the ground in just a few days, nothing really matters.
The world is united and peace reigns under the careful supervision of the Superheroes. Yeah, right. We don't feel safe. We feel like ants. The supers could step on us at any moment. Just a single pointed finger could end your life. We delude ourselves with a false sense of security as to not get crushed by the truth. You need to be a super to really have safety. Without powers and the backing of the organizations run by supers, any villain could destroy what you hold dear. Only by being a part of that can you get any kind of guarantee.
That's why I broke down when my power first manifested. The tears wouldn't stop pouring out of my eyes as I realized that my family could finally be safe. That we wouldn't have to feel like ants any longer. I would become a part of one of the super organizations. I would become a Superhero.
