Beasts are people who have been contaminated with a plague, that causes them to change into powerful monsters who feast on the flesh of men. The town of Eton is especially hit hard by the plague as many started to die or change into beasts. The Church has employed Watchers and Hunters to try and stem the problem, but to no avail. That was until they hired Merek of Wallston.
