By the time Lux arrived on the Sabaody Archipelago, Luffy and his crew were separated by Kuma. Lux went straight toward, Shakky bar.

Arriving at the Shakky Rip-Off Bar, Lux asks for a drink. Shakky pour open a few bottles of sake for Lux. What does the famous Grim Reaper want from my bar? Shakky said toward Lux. Lux laughs and says, "I'm waiting for my former Vice captain to appear."

"Who is your Vice captain?" Didn't Rayleigh tell you that, Roger and himself was my captain and vice captain before the crew separated.  "So, the Reaper was a part of the pirates king crews before the disband. Rayleigh is not home at the moment, so you will have to wait for him."  

Lux said, no worry, it's not like I can't wait for him.

Shakky then asks Lux, "So what makes you turn into a killer?  Why do you kill so much?"  Lux replied, "Does a person need a reason to kill another person?  Also people don't know how precious life is, until they are at their final moment, so I kill them to teach them that life is granted to them, but that they can die at any time." 

Shakky stood still with no response.  A few minutes later Rayleigh arrived at the bar. 

Rayleigh, it has been a long time since I last saw you.

Lux said to Rayleigh, "This might be the last time we will ever meet. I might say goodbye to this world soon."   Then Lux turns into an all mighty dragon, then leaves the island.  

So Lux was telling the truth 22 years ago.  He was a dragon and a real one, not a devil fruit user.  His casual movement, just by flying caused a storm.  He is at a different level from everyone. He has the power to look down on the world.

He was not like Kaido who use a devil to turn into a dragon but a real one, as devil fruit user will still have some humanoid trait when transform.
