Torail just has too much magic. Every other century some grand wizard rips another hole in reality or some abomination of nature manages to escape somebody's dungeon. Really, it’s a surprise that most civilized species haven't managed to wipe themselves off the map by some combination of sheer stupidity, magical doomsday devices and mana infused monsters. At this point, the small town of Brownmond trying to summon a somewhat dubious Overlord barely registers on the radar for world-shattering events. It is however, as some would argue, the place where the story of the most prominent monsters of our age begins.
