In a post apocalyptic Australia, Rei, a shape shifter from the human sub-race known as the Kitsune spies a young woman caring an awkward bundle being shot at by government agents. Choosing against his better judgment he interferes and rescues the Marigold, escaping with her into the maintenance system of the city. Once they are safe Rei opens the bundle to find an albino newborn, a Siren, the second of the two human sub-races, a psion, that the nurse had rescued from a hospital incinerator Meanwhile when two of their agents end up dead the government assigns a kitsune,  Special Forces Major Natalia Yu the task of locating and executing a terrorist who has stolen a potently dangerous biological sample.  When the Kisune meet, they have to decide who to trust, and how deep betrayals can go.
