This led to a change again during WWI, where without the support of the USA the Central Powers where successful in winning the war on the content of Europe at the cost of millions of lives and the external colonies outside of Europe. France has been particularly hit hard with the occupation leading to the rise of political entities and terrorist cells with wide ranging beliefs, from fascists to communists, anarchists to theocrats. The rise of different power structures with the world has led to an uneasy peace across the world with a truly multi-polar multi-power world. The age of the super states.  This cold war was always going to be ignited, it was just a matter of time.
